Usually a player starts with 50 gold, so you should buy it in the second turn after settling your capital (unless you are playing on islands or a big map). In this case, your capital at size 2 should have a minimum of 5 shields (which will be 8 after the bonus). The capital gives a +75% bonus in the classic ruleset, so settle your capital wisely.
